The annual Information Day on “Electronic Signatures and Trust Services” – known as Signaturtag – organized by TeleTrusT – IT Security Association Germany, will take place for the 16th time in 2025. Since 2010, the event has served as the central platform for discussing current developments, regulatory frameworks, and practical applications in the field of electronic signatures and trust services in Germany and Europe.
In 2025, the Signaturtag once again brings together stakeholders from business, academia, public administration, and politics – this time on 12 November in Berlin. Experts from various disciplines – including IT, law, economics, journalism, and standardization – engage in constructive dialogue and exchange valuable insights for their respective fields.
A central focus will be the practical implementation of the EU Regulation 2024/1183 (“eIDAS 2.0”), which entered into force on 20 May 2024. This regulation forms the new legal foundation for European digital identity, expanding and updating the previous eIDAS Regulation (910/2014).
By autumn 2026, all EU and EEA Member States must provide Digital Identity Wallets (EUDI Wallets) for both citizens and businesses. These wallets will securely store digital identities along with additional attributes, such as driving licenses, educational credentials, or bank account information.
A key milestone: The Implementing Acts for the EU Digital Identity Wallet, including the technical specifications for electronic attribute attestations, are scheduled for formal adoption on 21 November 2025, according to the European Commission. Further delegated acts – for example, on qualified electronic archiving, remote qualified signature creation, or advanced signature validation – are expected by May 2026.
Germany continues to lag behind in the adoption of digital identity. According to the eGovernment Monitor (Initiative D21, pre-release July 2024), only 22% of ID card holders had used the eID function at least once by mid-2024, and only 39% had a fully functional online ID.
To address this, the German government aims to establish a neutral, interoperable ecosystem for digital identities that links identification providers with qualified trust service providers like Namirial.
As part of the “Funke Challenge – EUDI Wallet Prototypes”, launched by the German Federal Agency for Disruptive Innovation (SPRIND), wallet prototypes are currently being developed and tested. Phase 2 runs until December 2024, and Phase 3 will conclude in September 2025 with a final conference on 14 October. Signaturtag 2025 provides detailed insight into the progress, challenges and findings from the competition and how things are now proceeding with the provision of the version of the EUDI wallet that is being built on behalf of the German government. It also looks at the role that EUDI wallets from private providers in Germany and abroad can play.
In addition to wallets, several other key topics will be addressed:
- Standardization and interoperability (e.g. ETSI, CEN, eIDAS Expert Group)
- Certification and conformity assessment
- Sustainable business models for wallet and trust service providers
- Integration into public and private sector processes
- Cross-border usage of wallets and attribute attestations
Keynotes and panels will feature contributions from:
- EU institutions (European Commission, eIDAS Expert Group)
- National ministries and regulatory agencies
- Standardization and certification bodies
- Research institutions and innovation platforms
- Public sector entities applying or planning to adopt digital identity
- Private sector companies piloting EUDI wallet-based solutions – including IT providers, banks, and financial services
Additional Topics Expected on the Agenda: the reintroduction of a PIN reset and activation service for German national ID cards, after the free PIN letter service was discontinued at the end of 2023, updates on the German Video Identification Regulation for Anti-Money Laundering (VideoIdent-AML-Verordnung), published in draft form in spring 2024 and insights into the Fourth Bureaucracy Reduction Act (“Bürokratieentlastungsgesetz IV”), which introduces simplified form requirements in laws such as the Verification Act (Nachweisgesetz) and the Temporary Employment Act (Arbeitnehmerüberlassungsgesetz).
The Signaturtag offers a comprehensive status update on legal and technical implementation efforts surrounding eIDAS 2.0 – multidisciplinary, practice-oriented, and future-focused.
